REPSG provided comprehensive environmental consulting services prior to and during the redevelopment of a historic railroad depot in the heart of South Philadelphia. These services began years in advance of the start of actual redevelopment, when REPSG first walked the site to provide cost estimates for asbestos abatement and management of lead-based paint. Multiple Phase I and II Environmental Site Assessments followed as the scope of proposed redevelopment changed to include additional parcels.

Once the final site configuration was reached REPSG worked closely with multiple entities, including the site owner, the project developer, multiple private equity partners, and the prime site tenant to clearly define and resolve the environmental issues at the site. REPSG provided cost estimating and conceptual remediation/mitigation models required to obtained development financing. Once redevelopment had started, REPSG comprehensively characterized historic fill materials across the site and completed a soil export plan that allowed significant soil export to be completed both cost-effectively and with no project delay. REPSG’s services continued throughout development and included management of asbestos-containing materials, pigeon and bat guano, lead-based paint, and other issues.
